NT is changing rapidly. Microsoft originally intended its service pack program to be a quarterly cumulative bug fix leading to constantly increasing stability. However, in reality, each service pack introduces new functionality with new security holes. It's nice to have new functionality at no charge, but service packs aren't increasing OS stability and security
